If a person seeks to restore the parental rights of a natural parent or parents pursuant to NRS 128.170, 128.180 and 128.190, and the child whose natural parent or parents have had their parental rights terminated or have relinquished their parental rights is subject to the jurisdiction of the juvenile court pursuant to this chapter, the petition for the restoration of parental rights must be filed as part of a proceeding held pursuant to this chapter.
