A disposal site established by a municipality for which no person is employed to control access to and use of the site may be used only for the disposal of solid waste by:

- person: means a natural person, any form of business or social organization and any other nongovernmental legal entity including, but not limited to, a corporation, partnership, association, trust or unincorporated organization. See Nevada Revised Statutes 0.039
1. The residents of the municipality; or
2. Tourists in the area for noncommercial reasons. Any person violating the provisions of this section is guilty of a misdemeanor.
