‘Vehicle’ means every device in, upon or by which any person or property is or may be transported or drawn upon a public highway, except:

- person: means a natural person, any form of business or social organization and any other nongovernmental legal entity including, but not limited to, a corporation, partnership, association, trust or unincorporated organization. See Nevada Revised Statutes 0.039
1. Devices moved by human power or used exclusively upon stationary rails or tracks;
2. Electric bicycles;
3. Electric personal assistive mobility devices as defined in NRS 482.029; and
4. An electric scooter, as defined in NRS 482.0295.
