Except as otherwise authorized by federal law, it is unlawful for any person subject to the federal migratory bird hunting stamp tax to hunt any migratory waterfowl unless at the time of such hunting the person carries on his or her person an unexpired federal migratory bird hunting stamp validated by his or her signature written by the person in ink across the face of the stamp prior to the person’s hunting such birds.
