The Commissioner may by rule or regulation require any or all insurers to designate a special complaint representative, who may be an officer, employee or agent, to investigate and report on complaints received from insureds or other persons. In order to achieve some degree of independence and authority in such representatives, the Commissioner may require that they report directly to the board of directors or other specified office, or that they have additional authority or status.
