No person shall make or issue, or cause to be made or issued, any written or oral statement misrepresenting or making misleading comparison as to the terms, conditions, benefits or advantages of any insurance policy for the purpose of inducing, or attempting or tending to induce, any other person to lapse, forfeit, surrender, borrow against, retain, exchange, convert or otherwise deal with or dispose of any insurance policy.
