The commissioner of the department of health and human services may:
I. Formulate and administer plans for the purposes specified in N.H. Rev. Stat. § 132:12 through N.H. Rev. Stat. § 132:13 and adopt rules under N.H. Rev. Stat. Chapter 541-A to carry out these plans.
II. Receive and expend in accordance with such plans funds made available to the department by the federal government, the state or its political subdivisions, or other sources.
III. Cooperate with the federal government and with other state and local agencies and organizations in developing, extending, and improving the services specified in N.H. Rev. Stat. § 132:12 through N.H. Rev. Stat. § 132:13, and in the administration of such plans.

Terms Used In New Hampshire Revised Statutes 132:11
- state: when applied to different parts of the United States, may extend to and include the District of Columbia and the several territories, so called; and the words "United States" shall include said district and territories. See New Hampshire Revised Statutes 21:4
