I. It shall be unlawful for any person, unless exempted under N.H. Rev. Stat. § 143-A:5, to operate a food service establishment or retail food store within the state without having obtained a food service license to be issued by the commissioner. The commissioner shall not refuse to issue a food service license to any person who has complied with the requirements of this chapter.
II. The license shall at all times be conspicuously displayed in the food service establishment or retail food store and shall not be transferable.
