The commissioner shall:
I. Develop the uncompensated care payment system in a manner that is consistent with the requirements of N.H. Rev. Stat. § 167:64 and Title XIX of the Social Security Act as amended and describe the system in an amendment to the state Medicaid plan.

IV. Adopt rules pursuant to RSA 541-A, as necessary, to implement this system.
