All rights guaranteed by N.H. Rev. Stat. Chapter 171-A to persons with developmental disabilities shall be retained by persons involuntarily admitted under N.H. Rev. Stat. Chapter 171-B except where safety or security mandates restriction of such rights. Any restriction of rights under this section may be appealed to the commissioner pursuant to rules adopted by the commissioner under N.H. Rev. Stat. § 171-A:3.
