In this chapter:
I. “Council” means the New Hampshire council on developmental disabilities established in N.H. Rev. Stat. § 19-J:2.
II. “Developmental disability” means a severe, chronic disability which:
(a) Is attributable to a mental or physical impairment or combination of mental and physical impairments;
(b) Is manifested before the person attains age 22;
(c) Is likely to continue indefinitely;
(d) Results in substantial functional limitations in 3 or more of the following areas of major life activity: self-care, receptive and expressive language, learning, mobility, self-direction, capacity for independent living, and economic self-sufficiency; and
(e) Reflects the person’s need for a combination and sequence of special, interdisciplinary, or generic care, treatment, or other services that are of lifelong or extended duration and are individually planned and coordinated.

Terms Used In New Hampshire Revised Statutes 19-J:1
- following: when used by way of reference to any section of these laws, shall mean the section next preceding or following that in which such reference is made, unless some other is expressly designated. See New Hampshire Revised Statutes 21:13
- person: may extend and be applied to bodies corporate and politic as well as to individuals. See New Hampshire Revised Statutes 21:9
II. “Developmental disability” means a severe, chronic disability which:
(a) Is attributable to a mental or physical impairment or combination of mental and physical impairments;
(b) Is manifested before the person attains age 22;
(c) Is likely to continue indefinitely;
