- Appropriation: The provision of funds, through an annual appropriations act or a permanent law, for federal agencies to make payments out of the Treasury for specified purposes. The formal federal spending process consists of two sequential steps: authorization

Each member library shall receive an annual allocation of state funds to supplement the local appropriation and other income. Library cooperatives which include member libraries may receive state aid. The state aid shall be used only to support library services in member libraries and in cooperatives including member libraries. The amount of the allocation for each library shall be based on specified local expenditures for the library, and on its membership category. The commissioner shall set an allocation rate for each category, with progressively higher rates for certified and accredited libraries in recognition of service beyond their own towns or cities.
