I. Notwithstanding N.H. Rev. Stat. § 207:12-a, nonresidents from states or provinces or territories of Canada which allow the training or taking of bear with dogs, and who do not limit or prohibit New Hampshire residents from training or hunting bear with New Hampshire dogs, shall be the only nonresidents allowed to bring dogs into New Hampshire to train or take bear.
II. For the purposes of this section, the executive director shall determine the states, provinces or territories which prohibit or limit New Hampshire residents from the training or use of dogs for hunting bear. Such determination as to the degree of reciprocity shall be final.
