I. During the open season beaver and otter shall be taken and possessed by resident trappers only and taken only by means of traps.
II. In addition to the restrictions imposed by N.H. Rev. Stat. § 210:12, no person shall pre-bait, cut holes in the ice or brush, or make any preliminary preparations in the trapping area for the taking of beaver or otter prior to the first day of the trapping season, in Coos county.
