Any person other than the owner or his agent who shall put or place without permission, or cause to be put or placed without permission, in or upon any private property, any bottles, glass, crockery, cans, scrap metal, junk, paper, garbage, old automobiles or parts thereof or refuse of any nature whatsoever or any other noxious material, shall be guilty of a violation if a natural person, or guilty of a misdemeanor if any other person.
