Notwithstanding the provisions of N.H. Rev. Stat. § 9:18 any general appropriation of funds collected pursuant to the provisions of this subdivision which have been encumbered shall not lapse until the object for which the encumbrance was made has been accomplished. No later than 2 weeks after the convening of any regular session of the legislature, the commissioner of administrative services shall submit a list of all extensions of the time of lapsing of any such appropriation pursuant to this section to the chairperson of the finance committee of the house of representatives and to the chairperson of the senate finance committee.
