The executive director shall consider any applicant for licensing who has:
I. Applied for licensing;
II. Paid the fee; and
III. Submitted proof satisfactory to the executive director that he or she:
(a) Is not less than 18 years of age;
(b) Is a citizen of the United States or legally able to work;
(c) Is of good moral character; and
(d) Has a high school education, or the equivalent thereof, as defined by the department of education.

- United States: shall include said district and territories. See New Hampshire Revised Statutes 21:4
II. Paid the fee; and
III. Submitted proof satisfactory to the executive director that he or she:

(b) Is a citizen of the United States or legally able to work;
(c) Is of good moral character; and
(d) Has a high school education, or the equivalent thereof, as defined by the department of education.
