I. The board of dental examiners will have the following powers and duties:
(a) To examine, register and license applicants whom it finds to be qualified as provided in this chapter to practice dentistry and dental hygiene. The public member of the board shall not examine applicants in the clinical practice of dentistry or the clinical practice of dental hygiene;
(b) The dental hygiene members shall not examine applicants for the clinical practice of dentistry;

II. The board shall choose one of its members as its president and one of its members as vice-president. A majority of the members of the board who have been approved by the governor and council shall constitute a quorum. No board action shall be taken without an affirmative vote of the majority of board members present and eligible to participate in the matter in question. Board members shall not be eligible to participate in a vote when the board member has recused himself or herself from participation due to a conflict of interest. The board shall meet once a year and at such other times and places as it may deem proper. A true record of all their official acts shall be made and preserved by the office of professional licensure and certification in accordance with the retention policy established by the office. The records shall be public and shall be open to inspection at all reasonable times, except for records compiled in connection with disciplinary proceedings, which are subject to N.H. Rev. Stat. § 317-A:18.
