In any action by a consumer against the lessor based upon the alleged breach of a lease or other written agreement made in connection with lease of such motor vehicle, the court, in its discretion, may award to the plaintiff costs and reasonable attorney’s fees. If the court determines that the action was brought with no substantial justification, it may award costs and reasonable attorney’s fees to the defendant.
