In addition to the other prohibitions contained in this chapter, except as specifically permitted under N.H. Rev. Stat. § 412:23 and N.H. Rev. Stat. § 412:24, no advisory organization or statistical agent shall compile or distribute recommendations relating to rates that include expenses, other than loss adjustment expenses, or profit.
