It shall be unlawful for any person to buy, sell or transfer ownership of raw milk in any form in quantities in excess of 20 quarts per day for less than the price or prices established by order of the commissioner pursuant to N.H. Rev. Stat. § 434:56. Any person who violates any provision of this subdivision or any rule or order issued under this subdivision shall be liable for a civil forfeiture not to exceed $5,000 for each violation, or each day of a continuing violation, which may be collected in a civil action or in connection with an action for injunctive relief brought by the attorney general. Any person who violates any rule or order of the commissioner adopted under this subdivision may be subject to the imposition of an administrative fine levied by the commissioner, not to exceed $1,000 for each violation.
