The possession of a dog with an ear cropped or cut off and with a resulting wound unhealed, confined upon the premises of or in charge or custody of any person, shall be prima facie evidence of a violation of the provisions of N.H. Rev. Stat. § 466:40 by the person in control of such premises or the person having charge or custody, unless such person shall have in the person’s possession a certificate of cropping signed by a veterinarian duly registered under the provisions of N.H. Rev. Stat. Chapter 332-B certifying that the veterinarian performed the operation in accordance with the provisions of N.H. Rev. Stat. § 466:40, giving the date of the operation, the name of the owner of the dog and a description of the dog.
