- Commissioner: means the commissioner of environment and conservation. See Tennessee Code 11-24-201
- Municipality: means any city, town, metropolitan government, or other political subdivision, including counties, of the state of Tennessee. See Tennessee Code 11-24-201

- Trustee: A person or institution holding and administering property in trust.
