17. a. The department shall, pursuant to the provisions of the “Administrative Procedure Act,” P.L.1968, c.410 (C. 52:14B-1 et seq.), adopt rules and regulations to effectuate the purposes of this act.
b. Within one year of the enactment date of P.L.1993, c.190 (C. 13:19-5.1 et al.), the department, in consultation with the State Planning Commission and county and municipal governments located in the coastal area, as defined in section 4 of P.L.1973, c.185 (C. 13:19-4), shall adopt new rules and regulations to implement P.L.1993, c.190 (C. 13:19-5.1 et al.). Any rules or regulations adopted pursuant to this subsection shall be closely coordinated with the provisions of the State Development and Redevelopment Plan adopted pursuant to P.L.1985, c.398 (C. 52:18A-196 et al.) and the federal “Coastal Zone Management Act of 1972,” 16 U.S.C. § 1451 et seq.
