4. Except as otherwise required pursuant to P.L.2005, c.219 (C. 26:2C-8.26 et al.) or other laws, codes, rules, and regulations concerning motor vehicles registered in the State, the codes, rules and regulations shall establish standards and requirements for control of air contaminants which can reasonably be attained by properly functioning motor vehicles without the addition of any air pollution control devices, systems, or engine modifications provided such vehicles were not manufactured with pollution control devices, systems or engine modifications in accordance with the “Motor Vehicle Air Pollution Control Act” (77 Stat. 392, 42 U.S.C. § 1857), the federal “Clean Air Act,” 42 U.S.C. § 7401 et seq., and any subsequent federal laws controlling air contaminants from motor vehicles.
