Any license issued in accordance with this act shall be issued upon an annual basis. The fees therefor shall be nonrefundable and shall be charged as follows:

a. Employment agency license. . . . . . . . . . $250

b. Agent’s license . . . . . . . . . . . . . . . 25

c. Transfer of agent’s license . . . . . . . . . . . 10
