14. The chief administrator shall waive the skills test for a commercial driver license applicant who demonstrates that he meets the requirements for a waiver under the federal “Commercial Motor Vehicle Safety Act of 1986,” Pub. L. 99-570 (49 U.S.C. § 2701 et seq.), as those requirements are set forth in 49 C.F.R. 383.77.
