- person: includes corporations, companies, associations, societies, firms, partnerships and joint stock companies as well as individuals, unless restricted by the context to an individual as distinguished from a corporate entity or specifically restricted to one or some of the above enumerated synonyms and, when used to designate the owner of property which may be the subject of an offense, includes this State, the United States, any other State of the United States as defined infra and any foreign country or government lawfully owning or possessing property within this State. In addition to the fee charged pursuant to section 3 of P.L.1941, c.151 (C. 4:19-15.3) and forwarded to the Department of Health pursuant to section 11 of P.L.1941, c.151 (C. 4:19-15.11), any person applying for the license and registration tag pursuant to section 2 of P.L.1941, c.151 (C. 4:19-15.2) shall pay an additional fee of $0.20 for any dog.
All fees collected pursuant to the provisions of this section shall be forwarded to the State Treasurer to be placed in the “Pilot Clinic Fund” created pursuant to P.L.1983, c.180 (C. 4:19A-10 et seq.), to be used by the Commissioner of Health for the operation of the animal sterilization pilot clinic established pursuant to that act.
