The county clerk shall prepare and supply the ballots used in elections conducted under the Election Code [N.M. Stat. Ann. Chapter 1]. The secretary of state may assist in preparing and supplying ballots. Ballots other than those prepared by the county clerk or secretary of state shall not be used.
