The state agency shall make and publish such rules and regulations, not inconsistent with the provisions of this act [10-14-1 to 10-14-3, 10-14-5 to 10-14-10 N.M. Stat. Ann.], as it finds necessary or appropriate to the efficient administration of the functions with which it is charged under this act.
