In the event of conflict with other laws, the provisions of the Public Employee Bargaining Act shall supersede other previously enacted legislation and rules; provided that the Public Employee Bargaining Act shall not supersede the provisions of the Bateman Act [6-6-11 N.M. Stat. Ann.], the Personnel Act [N.M. Stat. Ann. Chapter 10, Article 9], the Group Benefits Act [N.M. Stat. Ann. Chapter 10, Article 7B], the Per Diem and Mileage Act N.M. Stat. Ann. § 10-8-1 to 10-8-8, the Retiree Health Care Act [10-7C-1 to 10- 7C-16 NMSA 1978], public employee retirement laws or the Tort Claims Act N.M. Stat. Ann. § 41-4-1 to 41-4-27.
