After notice to all existing coal lessees and other interested parties the commissioner may adopt rules and regulations as he deems necessary to carry out the provisions of this act N.M. Stat. Ann. § 19-9-9 to 19-9-16. The inadvertent failure to notify any coal lessee or other interested party shall not invalidate a rule or regulation.
