If a question is submitted pursuant to Section 21-16-16 N.M. Stat. Ann. at an election, the submitting board shall notify the county clerk pursuant to the Local Election Act [N.M. Stat. Ann. Chapter 1, Article 22]. The submitting board shall furnish to the county clerk of each county in which an affected school district is situate a certificate specifying the question to be submitted.
