A. The board shall elect from its membership a chairman and a vice chairman. B. A record shall be taken and preserved of all meetings of the board.

- Quorum: The number of legislators that must be present to do business.
C. A quorum of the board shall be required for the transaction of any business. A majority of the members of the board constitute a quorum. Each member of the board shall have one vote and a proposal shall pass by the affirmative vote of a majority of the members present at the meeting.
D. While performing their duties, each member of the board shall be entitled to receive per diem and mileage as provided by the Per Diem and Mileage Act N.M. Stat. Ann. § 10-8-1 to 10-8-8, and shall receive no other compensation, perquisite or allowance.
