All orders, rules and regulations adopted by the board pursuant to this act N.M. Stat. Ann. § 25-5-1 to 25-5-9 shall be published at least twice in at least one daily newspaper of general circulation printed and published in this state, and shall become effective upon such date after publication as the board shall fix.
