If any justice of the peace [magistrate] shall be guilty of a violation of Section 29-1-4 N.M. Stat. Ann., on conviction thereof before the district court, he shall be fined in any sum not less than twenty-five dollars [($25.00)] nor more than fifty dollars [($50.00)].
