The governor may enter into contracts on behalf of New Mexico to implement the participation of this state in the Western Interstate Corrections Compact pursuant to Article III of the compact [31-5-4 N.M. Stat. Ann.], provided that any contract entered into by the governor must be approved by the state board of finance before the same shall be binding.
