New Mexico Statutes 60-2D-4. Organization and officers; per diem
A. Within thirty days after appointment, the first commission shall organize for the transaction of business by selecting one of its members as chairman. The commission shall meet annually in September and may meet as often as it deems necessary on the call of the chairman or any two members of the commission. Members of the commission shall receive per diem and mileage as provided in the Per Diem and Mileage Act N.M. Stat. Ann. § 10-8-1 to 10-8-8 and shall receive no other compensation, perquisite or allowance.
B. The commission shall maintain an office within the state and keep detailed records of all its meetings and all business transacted by it. Complete records shall be kept of all collections and disbursements. The commission shall report annually on June 30 to the governor on its activities for the preceding year.
C. The expenses of the commission shall be paid out of the state’s allocation of the proceeds from the bicycle-racing pari-mutuel tax as provided in Section 16 [60-2D-16 N.M. Stat. Ann.] of the Bicycle Racing Act. Payment of expenses by the commission shall be on vouchers issued and signed by the person designated by the commission, upon warrants drawn by the department of finance and administration in accordance with the budget approved by the department of finance and administration.
