If any person excavates or intends to excavate in violation of N.M. Stat. Ann. Chapter 62, Article 14, the commission or any interested or affected owner or operator of an underground facility may file, in the district court of the county in which the excavation is occurring or intended, an action seeking to enjoin the excavation.
