In addition to all other fees collected by registration of vehicles pursuant to section 66-3-1 N.M. Stat. Ann. or by registration of vehicles pursuant to the Motor Transportation Act [Chapter 65, Articles 1, 3 and 5 NMSA 1978], there is imposed on each registration, for each year covered by the registration, a beautification fee of fifty cents ($.50) to be deposited in the litter control and beautification fund.
