All fines, penalties and forfeitures incurred under any provisions of Sections 67-7-3, 67-7-4 and 67-7-2 N.M. Stat. Ann., except as otherwise provided, shall be recoverable by an action of debt in the name of the people of the state of New Mexico in any court of competent jurisdiction.
