The publication required by the preceding section [73-8-2 N.M. Stat. Ann.] and all publications required by this act N.M. Stat. Ann. § 73-8-1 to 73-8-60 shall be made in both English and Spanish and in every instance the last publication shall be made not less than three days before the time fixed by such publications for the taking of action therein mentioned; and all publications shall be made for the time and in the manner prescribed in said preceding section.
