No interim debenture issued pursuant to the provisions of Section 86 [74-10-86 N.M. Stat. Ann.] of the Solid Waste Authority Act shall be extended or funded except by the issuance or reissuance of a bond or bonds in compliance with Section 88 [74-10-88 N.M. Stat. Ann.] of that act.
