The decision of the county special district commission shall be in accordance with Section 4-53-10 N.M. Stat. Ann.; provided, however, that the county special district commission shall have the authority to modify the boundaries of the proposed solid waste authority and shall, in any decision approving the solid waste authority include a legal description of the boundaries of the authority.
