§ 3-218. Subpoenas; power to issue by boards of elections. 1. The board of elections and any of the commissioners thereof may require any person to appear and attend before the board or a commissioner at an office of the board and be examined by the board or a commissioner as to any matter in relation to which the board is charged with a duty under this chapter, or in relation to violations of the elective franchise, and subpoenas may issue therefor.

2. When an oath is required or permitted by this chapter, any commissioner, or an employee of the board designated in writing by it, may administer such oath.
