§ 163. Penalty. A person who neglects or refuses to file and post such statement as required in this article, or falsely states the pedigree of such stallion or bull in such statement, forfeits all fees for the services of such stallion or bull and is liable to a person deceived or defrauded thereby for the damages sustained.
