§ 17-a. Reports of regional transportation authorities; certain cases. 1. Each regional transportation authority shall submit to the governor, the commissioner, the chairman and ranking minority member of the senate finance committee, and the chairman and ranking minority member of the assembly ways and means committee annually, not later than the first day of October in a manner to be prescribed by the state director of the budget, information on operations and capital construction, setting forth the estimated receipts and expenditures for its next fiscal year and its current fiscal year.

- Fiscal year: The fiscal year is the accounting period for the government. For the federal government, this begins on October 1 and ends on September 30. The fiscal year is designated by the calendar year in which it ends; for example, fiscal year 2006 begins on October 1, 2005 and ends on September 30, 2006.
- Ranking minority member: The highest ranking (and usually longest serving) minority member of a committee or subcommittee.
2. In addition to any report required pursuant to subdivision one hereof, each regional transportation authority shall report to the commissioner concerning capital improvement projects in accordance with the provisions of § 119-s of the general municipal law any inconsistent provision of law notwithstanding.
