- state: when applied to the different parts of the United States, shall be construed to extend to and include the District of Columbia and the several territories, so called; and the words "United States" shall be construed to include the said district and territories and all dependencies. The State shall be a party whenever the validity or constitutionality of a local act of the General Assembly is the subject of an action in any court and, except as provided in N.C. Gen. Stat. § 147-17, shall be represented by the Attorney General. This section shall not affect any authority under N.C. Gen. Stat. § 1-72.2 or N.C. Gen. Stat. § 120-32.6 (2016-109, s. 2(a).)
