- state: when applied to the different parts of the United States, shall be construed to extend to and include the District of Columbia and the several territories, so called; and the words "United States" shall be construed to include the said district and territories and all dependencies. If the board of commissioners of any county should exercise their discretion and refuse to cooperate as set out in N.C. Gen. Stat. § 106-343, then if a petition is presented to said board by one fifth of the qualified voters of the county requesting that an election be held as provided in N.C. Gen. Stat. § 106-343 to determine the question of tuberculosis eradication in the county, the board of commissioners shall order said election to be held in the way provided in N.C. Gen. Stat. § 106-343, and if a majority of the votes cast at such election shall be in favor of tuberculosis eradication, then said board shall cooperate with the State and federal governments as herein provided.
