When lands are acquired or leased under N.C. Gen. Stat. § 106-882, the Department may make expenditures from any funds not otherwise obligated, for the management, development, and utilization of such areas; to sell or otherwise dispose of products from such lands, and to make such rules as may be necessary to carry out the purposes of N.C. Gen. Stat. § 106-882 to N.C. Gen. Stat. § 106-886 (2011-145, s. 13.25(o).)
